WebJul 13, 2008 · Even pretty severe rust pitting would be "buried" under the epoxy and sealed off and NOT rust anymore. So if it was cleaned well, with no rust showing, I seriously doubt it has anything to do with some microscopic rust that was primed over. That is giving a free pass to the primer AND the application. Go slowly and keep stopping to check your work. If there is any small pitting or marks in the metal, the metal grinding wheel will smooth them out.
